Few of the supposed protectors of citizens and consumers, such as local MPs, government ministers, Ofwat, the Competition and Markets Authority (CMA), the Consumer Council for Water (CCW), Serious Fraud Office, etc have so far uttered a word of concern about the Great Southern Water Bills Rip-Off. Perhaps they implicitly endorse it, or are even co-conspirators! Regrettably, the ‘presumption of regularity’ (i.e. that government functions always act honourably and with integrity) cannot be safely relied on. In November 2025, enviro activists angry and frustrated by official inaction tried to make a citizens’ arrest of Southern Water’s CEO Lawrence Gosden but got nowhere. All of which makes Southern Water’s senior executives feel vindicated and untouchable in their predatory mission.
While Southern Water’s bad environmental profile rightly demands MPs’ attention and public justice, SO TOO DOES THE ‘ELEPHANT IN THE ROOM’ OF THE BILLS RIP-OFF.
