Mr & Mrs Average, an elderly couple of modest means, live in an ordinary 3-bedroom house in a suburb of a fair-size city on the South Coast. They have had no other occupants in the past 10 years and their water consumption has remained modest – no swimming pool, no water features in the garden, no Jacuzzi, a once a week use of the washing machine and the dishwasher. The house is typically unoccupied for 6-8 weeks in total every year, when they go on holidays.


For many years, their Southern Water bills (for wastewater only) and water supply bills from another company were modest and appropriate to their lifestyle and water usage. Until April 2025, that is. For example, Southern Water’s bills:


So, with no change in Mr & Mrs Average’s water consumption profile over this extended period, the only significant change has been from April 2024 onwards when Southern Water began its hyper-inflated bills policy and ramped it up in April 2025.
